School counselors responded to an Internet survey containing vignettes describing physical, verbal, and relational bullying. Respondents rated relational bullying the least serious of the three types, they had the least empathy for victims of relational bullying, and they were least likely to intervene in relational bullying incidents. Counselors with anti-bullying training rated relational bullying as more serious and were more likely to intervene in relational bullying incidents than were those without training. Implications for counselor education are discussed. School bullying was once considered a childhood ritual or a normal part of development and was therefore often overlooked or ignored by school personnel. However, research has found that bullying is not a harmless phenomenon; rather, it is a widespread and serious problem that must be addressed (Espelage Swearer, 2003; Hoover Oliver, 1996; Nansel et al., 2001; Olweus, 1993). Bullying has negative consequences for victims, for bullies, and for school climate (Berthold Hoover, 2000; Olweus; Payne Gottfredson, 2004). A large body of research on bullying exists in Australia, Canada, Europe, and Japan, and recognition of the magnitude and effects of bullying is growing in the United States, as researchers, educators, and lawmakers address this problem with concern. There is a general agreement that for a behavior to be considered bullying, it must have three elements: It must be intended to harm, it must be repetitive, and a difference of power–physical, social, or other–must exist between the bully and the victim (Olweus, 1993). Bullying is a subset of aggression that is typically categorized as physical, verbal, or relational (Shore, 2005). Physical bullying tends to receive more attention from school personnel, and this includes behaviors such as hitting, kicking, or any form of overt violence toward another student. Many schools have developed zero tolerance policies for violent behavior, prioritizing physical bullying over other forms of bullying (Limber Small, 2003). Verbal bullying refers to name calling, teasing, and verbal threats. Relational bullying is a form of social isolation that includes behaviors such as gossiping, intentionally leaving students out of activities, spreading rumors, and other measures that seek to change peer groups (Olweus, 1993). Bjorkqvist, Lagerspetz, and Kaukiainen (1992) described relational bullying as an “attempt to inflict pain in such a manner that he or she makes it seem as though there has been no intention to hurt at all” (p. 118).

One of the distinguishing features of the International Conference on Population and Development (ICPD) in Cairo in 1994, (1) and its five-year follow-up by a special session of the UN General Assembly in 1999 (ICPD + 5) (2) is that they moved beyond rhetoric to define reproductive health, including sexual health, in the context of primary health care and to provide countries with specific goals, objectives, and targets, in order to provide quality sexual and reproductive health information and services. These reflect an international consensus on what needs to be achieved, requiring a combination of programme initiatives, public health policies, legislation, educational capacity building and community-wide efforts. Until recently, little interest has been expressed by medical educators in integrating sexual and reproductive health in the medical curriculum. Significantly, no international group that is representative of medical educators or the medical profession attended either ICPD in 1994 or the 1999 Special Session of the UN General Assembly, with the exception of the Commonwealth Medical Association.

Discovering what outdoor activities people most enjoy is key in planning and providing outdoor recreation opportunities. Therefore, surveys that assess public demand are vital components of any successful program. In the past, needs assessments and participation studies used in outdoor recreation plans and, in particular, the Arizona Statewide Comprehensive Outdoor Recreation Plan (SCORP) have not incorporated the needs and desires of young people. This generally is because survey methods such as telephone surveys have been more geared toward adults. However, young people represent a sizable segment of our population that places a heavy demand on our resources. The Arizona Outdoor Recreation Coordinating Commission and the Arizona State Parks Board recognized this oversight in our planning and, as a result, proposed a study to gather the needed recreation data from Arizona youth. The information gathered in this study helped us target young people with our programs, thereby increasing their participation in and enjoyment of these activities. With unprecedented activity in luxury residential development, flooring consultants and contractors have seen a surge in business over the past several years. Current design trends are a factor, especially regarding wide plank hardwood flooring. Because of the high cost of materials and installation with these floors some developers opt to use pre-finished engineered wood plank flooring, in lieu of solid wood planks. There are some benefits in addition to savings, but there is a wide spectrum in the quality of these products that ranges from efficient to very bad. It is not surprising that the industry is experiencing unacceptable levels of failure, primarily due to the use of marginal quality materials. Most flooring experts recommend solid wood planks over engineered wood flooring systems. In recent years, some of us have even returned to such time-honored installation methods as gymnasium-style floor systems. These “isolated” systems require perfectly level concrete slabs, so that floors will not deviate more than 1/8-inch in any 10-foot radius. A closed-cell sound attenuating blanket is rolled out and glued down directly on top of the level concrete slab. Two layers of 3/4-inch plywood laid at right angles, one over the other, are fastened together with adhesive and wood screws. The final layer comprises the solid hardwood floor planks, which are nailed into the floating sub floor assembly. That is the sum-total of an effective and dependable resilient, sound attenuated flooring system. Of course, improvements have been made in the 50 or so years that this flooring system has been used. Many consultants and contractors have replaced the plywood sub floors with AdvanTech, a highly stabile product that is less susceptible to dimensional changes. It is also sustainable and free of formaldehyde content–another benefit. The gymnasium-style system requires five layers to produce a resilient sound attenuated hardwood, wide plank floor, starting with the level concrete slab through the installation of the solid wood planks. But the result of this extra effort is a floor that will withstand the stresses of heavy use and seasonal changes. Its also a system that adds approximately two-and-three-eighth inches of height to the total thickness of the floor assembly from the concrete slab and should be part of the initial plans.

This project essentially relies on the patented Pechiney technology for segregation of high grade aluminium to produce high purity aluminium, already in use in its Mercus (France) site, and mainly used in the manufacture of electronic components and capacitors. With the technical assistance of Aluminium Pechiney, Baotou, significant producer of primary aluminium in the region of Inner Mongolia, is today in a position to produce in its plant the high grade aluminium necessary for the new high purity aluminium production unit.
The Norwegian aluminium supplier Hydro Aluminium said today (24 July) that it had entered into a long-term aluminium extrusion ingots production and sourcing agreement with the Russian aluminium producer Russian Aluminium (Rusal). The agreement built on existing relations between Hydro Aluminium and Rusal and would last in excess of 10 years, Hydro Aluminium said. Under the agreement Hydro Aluminium will participate in upgrading the aluminium cast house at Rusals smelter in Sayanogorsk in southern Siberia. In the first stage, to be completed in 2003, the smelters extrusion ingot casting capacity will be increased to 80,000 tonnes per year, and in a second stage, to be completed some five years later, the capacity will be further increased to 160,000 tonnes per year, Hydro Aluminium said. According to the company Hydro Aluminiums share in the needed investment was “very limited”, comprising mainly of equipment and know-how.

Laser deposition welding is said to be the answer to the wearing of expensive tools or design changes just before production starts. The TruLaser Station 5004 laser workstation with integrated TruPulse 156 solid-state laser for deposition laser welding with wire (made by Trumpf, Laser GmbH; Ditzingen, Germany) was shown for the first time at the recent EuroMold 2007 show in Frankfurt, Germany. For deposition laser welding with powder, the company offers the TruLaser Station 5010 with the new DepositionLine technology package. It reportedly can be converted to manual wire buildup welding with little effort. Deposition laser welding, also called Laser Metal Deposition (LMD), is a generative laser process in which metal is built up in layers on existing tools and components. This laser-based welding procedure offers a lower-cost way to make small modifications or design changes to the end produrt and for correcting processing faults. Volume buildup can be used to com-. pensate for failures, achieve specified nominal dimensions, and make old components useable again. The material characteristics and load capacity of the original component are retained, and the durability of the repaired form is comparable to that of a newly made mold insert. One new aspect of the TruLaser Station 5004 is that all linear motions are performed by the laser beam while the workpiece remains stationary. This change makes it possible to weld with great precision with long travel distances and high workpiece weight. The system has a footprint of less than 1.5 m^sup 2^. Lasers with outputs up to 150W and vacuum extraction are integrated. The system has an integrated microscope, and laser parameters can be displayed in the users field of vision in the microscope. The control system, which simultaneously addresses three linear axes and an optional rotational axis, allows three processing types: manual welding and setup, guided welding with supplementary wire, and automatic NC welding without additional material. New TruPulse lasers can be moved using conventional machine rollers. All machines up to 150 W average laser power are available with a water/air or a water/water heat exchanger. The removeable operator panel allows simple handling of the new laser control system, and is said to allow the welder to change laser parameters literally with a single motion of the hand or a finger.

The benefits of breastfeeding for mother and infant are widely documented. Despite these known benefits, national breastfeeding rates remain below the national health objectives of Healthy People 2010 — at least 75 percent of mothers who breastfeed their babies in the early post-partum period and 50 percent of mothers who continue breastfeeding until their babies are 5 to 6 months of age. Information from facilities providing maternity services and care for newborns was collected using a questionnaire adapted from the WHO/UNICEF Checklist for Evaluating the Adequacy of Support for Breast-Feeding in Maternity Hospitals. Wards, and Clinics. Data were collected on breastfeeding policies, staff mining, health education, discharge procedures, and delivering mothers demographics. Key participants in this study were lactation consultants or head nurses in obstetrics departments of hospitals in the metropolitan New Orleans area. The percentage of low-income new mothers ranged from 6-9 percent with an average of 47 percent. The percentage of women who initiated breastfeeding after delivery ranged from 20-75 percent, with only one facility meeting the Healthy People 2010 objective. The other hospitals rates were 60 percent or less. The majority of facilities had explicit policies for promoting and supporting breastfeeding. Staff training and support appeared to be sufficient. Almost all facilities provided specialized mining in lactation to staff members, with most facilities having at least one designated staff member available full-time to advise breastfeeding mothers. Implementation of existing policy appeared to be inconsistent. When there were set rules of allowing or not allowing the baby to stay in the room with the mother, respondents said “we do it anyhow”. Another example of inconsistent policy implementation was that despite most facilities having a policy to restrict an infants feeding before the initiation of breastfeeding, staff interpretation of this policy at three different facilities resulted in food and drink being given to newborns. Only five respondents reported that data are collected on the prevalence of breastfeeding initiation and breastfeeding at the time of discharge. Six facilities had a specific policy to give breastfeeding mothers special discharge packs containing breast pads, water bottles, and literature related to breastfeeding. These findings suggest that hospital facilities need to evaluate existing breastfeeding policies for consistency of interpretation and implementation. Furthermore, if no policy exists, one needs to be created. The impact of factors other than policy can be demonstrated in evaluating the one hospital that achieved the Healthy People 2010 objective. In addition to a low percentage of low-income status women delivering, this facility had patients with a high level of participation in prenatal care and a long-standing lactation consultant who was a strong advocate for breastfeeding in the facility and the community at large.

INCREASES IN MEDICAL MALPRACTICE PREMIUMS and malpractice awards to plaintiffs have received considerable attention in recent years. Noting the substantial growth in medical malpractice premiums in certain states, the American Medical Association has declared 19 states to be in “full-blown medical liability crisis” and advocates tort reform to limit medical malpractice damages. Congressional leaders and the Bush administration have echoed those concerns in calls for federal limits on malpractice awards. The growth of medical malpractice liability costs has the potential to affect the delivery of health care in the United States in several ways. First, if growth in malpractice payments results in higher malpractice insurance premiums for physicians, those premiums, along with the costs of litigation, may affect the size and composition of the physician workforce (through their location, retirement, specialization, and initial career choices). Second, the growth of potential losses from malpractice liability might encourage physicians to practice “defensive medicine,” ordering more tests and performing more procedures in order to reduce their malpractice exposure. Defensive medicine could also cause a reduction in care: rising malpractice liability could discourage physicians from accepting certain high-risk or uninsured patients. Physicians may believe that the compensation for treating such patients is insufficient to offset the potentially much larger costs of being sued for malpractice. Third, to the extent that the growth of malpractice premium costs is passed on to patients through higher health insurance premiums, increases in malpractice liability could affect health insurance coverage and employment. Because most Americans receive health insurance through their employer, an increase in an employers health care bill may result in a decline in other forms of compensation (such as wages or benefits) or a reduction in employment for those workers for whom compensation adjustments are infeasible (such as those near the minimum wage). Those concerns prompt us to ask four questions: * Are increases in medical malpractice payments responsible for increases in physicians malpractice premiums?

But as the computer-game industry has grown, it has spawned a gender gap - a gap that shows up in the demographics of computer-game players and designers alike. Games are, for the most part, built by and for men. And when the industry does target girls and women, it usually fails miserably.We should care about this, for it is often through games that boys and men become proficient with computer technology. The gender gap in computergame play results in a gender gap in computer literacy (AAUW). Furthermore, computer games are a source of enormous pleasure for men; women are arguably missing out. Finally, computer games have become a powerful cultural force; as compelling, interactive, and immersive environments for story telling, they have the potential to reshape perspectives, norms, and values. If such a reshaping is taking place, women need to have a voice in this process.So why is it that women do not play computer games? Can we - should we - build games for women? If so, what would these games be like? And would women play them? To explore these questions - and the assumptions and values that we bring to them - we have developed a new course on gender and computer games that combines cultural criticism of games with game-building exercises. Our course mixes theory and practice - computer science and cultural analysis. With this course we aim to bring together men and women from a variety of disciplines and with different levels of expertise in the development of digital technology. We seek to provide budding game designers and builders with the tools of cultural criticism. Most importantly, we want to interest women in game-building - because we believe that their involvement will lead to better games.Common wisdom has it that women do not play computer games.
